In preparation to add more packages to this repository

The new Release workflow is based on https://github.com/pbrisbin/bugsnag-haskell/blob/1b746df5ccb2a0a935fdf51891f8646e75690895/.github/workflows/release.yml but with the deprecated stack-action GH action with a simpler execution of stack upload.

Exciting. I kinda can't wait to break some of the heavier deps out into other packages so pulling Blammo into various CLI apps doesn't incur so much dependency building time.
